vCSA 5.1 Performance tab overview shows "This program cannot display the webpage"

I've got a vCenter Server Appliance 5.1 system setup, and I can't get the Performace tab overview to show up correctly.  When I click on <Overview> I get a Internet Explorer looking page which says "This program cannot display the webpage".  But, when I click on <Advanced> graphs show up correctly.

 

I've scoured the web, and can't find anything that will fix it.  All the reports of similar behavior are for vCenter on Windows (not the vCSA appliance), and none of the fixes work for me.

 

Things I've tried:

   - I've changed from DHCP to static IP  (no luck)

   - I've re-installed vCenter Server Appliance on a new VM and then moved a few VM hosts over to the new vCSA  (no luck)

   - I've changed from the embedded DB to full-blown Oracle Standard Edition One   (no luck)

   - I've changed the url in /lib/vmware-vpx/extensions/com.vmware.vim.stats.report/extension.xml to use the IP address instead of "*"  (no luck)

   - I've changed the "bio-vmssl.https.port" in /usr/lib/vmware-vpx/tomcat/conf/catalina.properties to something other than "8443" and rebooted to see if some other service listening on port 8443 by accident  (no luck)

   - I've tried what I believe is the URL directly - https://<IP>:8443/statsreport/vicr.do?&pageIndex=0 - and I get "Perf Charts service experienced an internal error"

 

 

I'm banging my head against the wall.  Does anybody have any ideas?
