Very High Latency In One VM

I am seeing intermittent very high disk latency in one of my VM's, it is running server2003 and occasionally will spike the latency chart, todays peak was 28 seconds which occurred twice in 5 minutes.

This might be why my users keep telling me the system is not responding at times?

Any ideas what might be the cause or what to look at?
